The three sites which had been spoken of for barracks were pointed out to us. That which was specially recommended by the Committee encroached considerably on the town - that is, a long strip of the town would have been included within the barrack wall, though most of the buildings would have been outside the Village.
Captain Caine, the Interpreter, was left to ascertain whether the Inhabitants were willing, on being remunerated for them, to part with their houses, and from his report, it appeared that a very large majority refused to sell any...
